Ten years ago, a "small chocolate maker" meant a kettle, a tabletop tempering machine, and someone hand-wrapping bars in foil at about 200 per hour. This guide is for owners past startup asking what to buy next, where to save, where to spend, and which chocolate-packaging problems your current equipment will not solve.

Why Chocolate Packaging Is Different From Every Other Food

Most food packaging problems are about moisture, oxygen, or microbes. Chocolate adds a fourth variable: fat bloom and sugar bloom. Cocoa butter rises to the surface when temperature fluctuates above ~78°F, leaving a grey-white haze. Sugar bloom happens when warm chocolate meets humid air and moisture pulls sucrose to the surface. Either bloom is reversible on a sample, but on a retailer's shelf it is a return.

Your wrapper, case, and cold-storage must keep chocolate between 55°F and 68°F and below 50% relative humidity from the moment it leaves the tempering machine until it sits in a consumer's pantry. Tighter than dairy, and most small makers do not plan for it.

Confectionery adds complications of its own. Gummies stick under pressure. Hard candies chip at sharp edges. Truffles dent if a drop exceeds four inches. Liquor-filled bonbons leak through any imperfect seal. Equipment has to be tuned to your specific SKU, not just your industry.

Three regulatory anchors still apply:

  • FDA 21 CFR 117 — GMP and risk-based preventive controls. Chocolate is low-risk microbiologically (water activity under 0.6), but allergen control and metal detection still matter.
  • FDA 21 CFR 101 and the FASTER Act of 2024 — Sesame is the ninth major US allergen. Lines running sesame-containing chocolate (halva, tahini swirl, certain brittles) must segregate or fully clean between runs.
  • FSMA Rule 204 — Even if you sell direct to consumer today, your wholesale distributor will require KDE capture by the time you hit regional grocery. Instrument the line now.

Most chocolate makers underestimate Rule 204 until a buyer asks for the data. Build lot capture into the line.

The Core Machine Set for a Chocolate Bar Line

A small bar line, in product flow order, looks like this.

1. Tempering Machine with Integrated Mould Depositor. A continuous tempering machine (Sollich, Chocolat Frey, or comparable) feeds molten chocolate into a mould depositor. For small makers, 50–200 kg/hr is the right size. Look for a vibrating depositor table, a 45–55°F cooling tunnel, and a recipe library for swapping dark, milk, and white.

2. Bar Demoulder and Inspection Conveyor. Demoulded bars ride a stainless inspection belt where a worker spot-checks bottoms. A 3D line-scan camera (Keyence LJ-X8000 or Cognex In-Sight) catches voids and sink marks humans miss after three hours on shift. At 1,200 bars per hour, a 2% defect rate is 24 bars an hour.

3. Flow Wrapper. The single biggest productivity jump. A horizontal servo flow wrapper (Bosch Pack 301, Sacmi, or similar) runs 80–180 bars per minute through a fin-seal or lap-seal film. For foil, use a dedicated foil-overwrapper with heated crimp jaws — slower at 30–60 BPM but it produces the traditional look consumers still pay a premium for.

4. Labeller or Inkjet Coder. Artisan bars usually run a wraparound pressure-sensitive labeler rather than pre-printed film, because short-run SKUs change too often. A 30 mm TIJ coder (Domino, Videojet) handles best-by dates and lot codes.

5. Metal Detector and Checkweigher. A 304 stainless metal detector set to 1.0 mm Fe / 1.5 mm NFe / 2.0 mm SUS rejects tramp metal without flagging cacao nib fragments. The checkweigher catches underfilled bars before a "short weight" retail audit.

6. Case Packer and Palletizer (Phase 3+). Under 1,000 bars per day, a hand-pack station is fine. Above that, a drop-style case packer pays for itself. A cobot palletizer (Universal Robots UR20 with a vacuum gripper) handles 6–8 cases per minute.

The 2026 Shift: Count-and-Place for Gummies and Panned Goods

The biggest shift in small confectionery packaging over the last 24 months is the affordability of servo-driven count-and-place systems. A 6- or 12-head bowl counter plus pick-and-place arm now runs in the sub-$80,000 range, the price of a competent auger filler five years ago.

Count-and-place is the right answer when the product cannot tolerate auger shear (liquor cherries, filled bonbons, dusted truffles) or when the SKU mix changes weekly. The bowl counter handles 4–25 mm, the vision system checks each piece, and a delta robot places 60–90 units per minute. For panned chocolate (almonds, raisins, pretzels), a vibratory feeder plus counting head avoids the cocoa-butter burn an auger would cause.

Trade-off is floor space: 4×6 m for a count-and-place cell versus 1.5×2 m for a multi-head weigher. Run 50 SKUs of panned chocolate and the bigger cell pays for itself. Run two gummy SKUs 90% of the time and a volumetric filler still wins.

Controlling Bloom: The Equipment Decisions That Matter

You can buy the best wrapper in the world and still ship bloomed bars if your temperature chain is broken. Two supporting pieces of equipment are worth the spend.

First, temperature-controlled storage at the wrapper. A 60°F room or a localized cooling hood keeps bars within the 55–68°F window during the 4–8 minutes between demoulding and wrapping. Above 70°F the bloom clock starts before the film goes on. Most retrofits are a 6×8 ft cold room around the wrapper, completed as a phase-one project for under $25,000.

Second, humidity control at the case sealer. A desiccant case liner or a small nitrogen-flush tunnel drops headspace oxygen from 21% to under 5%. For truffles and high-fat bars, this extends shelf life 6–10 weeks and eliminates the "white haze on grandmother's birthday box" complaint. A compact N2 tunnel runs $18,000–$35,000 installed.

A Phased Capital Plan for a Growing Chocolate Maker

Build the line in stages. Most successful small makers spend 12–18 months at each phase before adding the next layer.

  • Phase 1 (under $60,000). Continuous tempering machine with mould depositor, demoulder belt, benchtop foil overwrapper, wraparound labeler, checkweigher, and TIJ coder. Wholesale-ready with full FSMA 204 lot capture at 80–120 BPM.
  • Phase 2 ($60,000–$180,000). Add a second flow wrapper for foil SKUs, a 6-head count system for panned chocolate, and a servo inspection camera. Integrate a small line controller (Allen-Bradley Micro800, Siemens LOGO!, or Xinje XG2) so checkweigher, coder, and labeler share one lot database.
  • Phase 3 ($180,000–$400,000). Add an automated case packer, a cobot palletizer, a 60°F cold room around the wrapper, and a nitrogen-flush tunnel for premium truffle SKUs.
  • Phase 4 ($400,000+). Full line integration with SCADA dashboards for OEE, giveaway, and lot genealogy. Add a second tempering machine so dark and milk runs run in parallel without a 90-minute wash cycle.

The phase 1 to phase 2 transition is the one most makers regret. Skip the line controller in phase 1 to save $8,000 and you will spend $30,000 retrofitting once you realize your checkweigher and coder cannot share a lot database.

Common Pitfalls on Chocolate and Confectionery Lines

Four mistakes show up again and again:

  • 1. Buying the wrong wrapper for foil SKUs. A flow wrapper with foil tooling will run foil but will not give you the crisp crimped ends customers expect from premium bars. Budget for a dedicated foil overwrapper.
  • 2. Ignoring film inventory. Foil laminate and high-barrier flow-wrap film both have 6–10 week lead times in 2026 because two major European converters reduced capacity. Qualify a second supplier.
  • 3. Underestimating tempering throughput. A 100 kg/hr tempering machine does not mean you can mould 100 kg/hr of finished bars. Cooling tunnel length and demoulder speed constrain downstream. Match the slowest station.
  • 4. Skipping the allergen-segregation plan. If your line runs tree nut chocolate and sesame brittle, you need two physical lines or a documented full-clean protocol with ATP swab verification. Neither is optional after the FASTER Act update.
